Casper is a kind young ghost who peacefully haunts a mansion in Maine. When specialist James Harvey arrives to communicate with Casper and his fellow spirits, he brings along his teenage daughter, Kat.
Casper quickly falls in love with Kat, but their budding relationship is complicated not only by his transparent state, but also by his troublemaking apparition uncles and their mischievous antics. After being stranded, Casper meets young Chris Carson, a lonely kid who decides to teach Casper how to be a proper ghost. When a warlock threatens Wendy the Good Little Witch, she and her aunts hide out at a resort where Casper the Ghost is vacationing with his uncles.
Although Casper and Wendy are told ghosts and witches don't get along, the two are kindred spirits! This spooky family-friendly adventure finds Casper and Wendy bridging the ghost-witch divide to battle the warlock who is intent on destroying Wendy.
Kibosh, supreme ruler of all ghosts, decrees that casper must scare at least one person before Christmas Day so Casper visits Kriss, Massachusetts where he meets the Jollimore family and sets out to complete his mission.

He befriends Ra, a mummy with unraveling issues and Mantha, a zombie girl who keeps falling apart. When Casper discovers the two-headed headmaster's plot to use a petrification potion to turn Kibosh into stone and take over the Underworld and Deedstown, he and his new friends must stop him. With this film, they made an attempt to give a back-story to Casper explaining his tragic death and also showing his human form. While the film was a success, the studio didn't produce a sequel feeling like the general public wouldn't be invested in one, so their was a spin-off animated series that follows after the events of the film. Casper: A Spirited Beginning was released on video on September 9, This was confirmed to be a prequel to the film, supposedly giving more details Casper's back-story, but was contradictory by its story and settings.
Mainly down to it having Casper dying on present day and no mention of Whipstaff and the Ghostly Trio aren't directly related to him.
Casper Meets Wendy was released on video on September 22, , and is a sequel to Casper: A Spirited Beginning while still being a prequel to the original.
