Too many new cards were able to play off of this card. Zombie Master had a really great synergy with Card of Safe Return, and caused the Zombie deck to become amazing. Eventually, This warranted the card to be put on the September banlist.
Probably, New cards that summon from the graveyard keep on coming out. Konami would either have to make this a hard once per turn, or change how they make new cards. However, this is unlikely. Do you like this video? Play Sound.

So many Decks in the current metagame rely on Spell or Trap cards and losing the ability to even use them is way too powerful of an effect. The ability to destroy all Spell and Trap cards an opponent controls is an incredibly powerful one. However, "Harpie's Feather Duster" has been power crept with the even more powerful "Lightning Storm. While "Harpie's Feather Duster" is a solid card, it's not a game-breaking card anymore and can return to the game without causing a giant metagame shift.
So many cards want to be in the Graveyard in the current metagame, meaning the ability to set up the Graveyard while drawing cards is incredibly powerful. Not only that but "Graceful Charity" discards, meaning it can cause "Danger" Monsters' abilities to trigger as well. So long as Graveyard focused Archetypes exist, "Graceful Charity" can never come back, and Graveyard Archetypes aren't going anywhere anytime soon.
It's always great to have a Special Summon from the hand, however, "Fishborg Blaster" requires you to discard a card while having a Level 3 or lower Water Monster on the field to do so. While this is a good effect, there are many better options to use to flood the field in the current metagame.
It is a Tuner Monster, so it could be used to get to "Crystron Halqifibrax," however requires a little too many resources to be a staple, especially due to its specific Summoning conditions. Anytime a Monster is Special Summoned from the Graveyard, you draw one card. This also is not a once per turn effect, meaning you can draw an insane amount of cards in a single turn, more than any other Draw Spell can.
